Default how to navigate through unprotected cells only in a worksheet

I have created a template in a work sheet that contains only a few variables
that need information to be enter by the user. How do I get the user (with
the TAB Key or any other key) to move from unprotected cell to unprotected
cell skiping protected cells in between?
