Default Funny Characters

When posting to a plain text box from a cell in excel... There is no
apparent change. When the settings are changed.
An apostrophe (') and quotes(") comes back as (EURO) or other characters.
Does anyone know what could be causing this.

I think it has something to do with formatting or text but not sure
which one. Thanks.
