I have 2007 it's not a function under Data. Where and how can I get this?

Try this:
Click on the large Office Button (top-left) Click on the "Excel Options" button In the "Popular" section, check box for "Show Developer tab in the Ribbon" Click OK Now, select the Developer Tab, you should see options for XML.
