Default How do I set up a floating box in Excel?

Is there a way to display a "floating box" with my mouse if there is criteria
in a certain cell that is an ERROR?
I know that I can set up a comment or even validation -- but I only know of
if that cell is selected.
I would like to have a pop up box (if you will) tag along with where ever
the mouse is moved to on that particular worksheet.
