Try something like this:

If you are looking to count items between 5 and 10, exclusive of those
numbers:
=COUNTIF(Info!L5:L499,"<10")-COUNTIF(Info!L5:L499,"<=5")
OR
=SUMPRODUCT((Info!L5:L4995)*(Info!L5:L499<10))

If you want to include 5 and 10 in the count:
=COUNTIF(Info!L5:L499,"<=10")-COUNTIF(Info!L5:L499,"<5")
OR
=SUMPRODUCT((Info!L5:L499=5)*(Info!L5:L499<=10))
