Default numbers automatically format

When I input a # into a cell, even though the cell is not formatted, it
automatically removes two decimal places. For example if I input the number
2, when I press enter it shows .02, it is not formatted for percentage or for
currency but general number.

Try Tools-Options-Edit. Fixed decimals is almost certainly checked. uncheck it.
