Clearly anyone born on or before 12/30/1952 will be 55 by 12/31/2007
and anyone born on or before 6/29/1954 will be 55 by 6/30/2009

Put DOB and 12/30/1952 in A1,B1 and use =IF(A1<=B1,"yes","no") first case
Put DOB and 6/29/1954 in A1,B1 and use =IF(A1<=B1,"yes","no") next case
