Can I use an IF statement (or anything else) so that the answer to a question
in one cell dtermines the colout of ANOTHER cell?

Yes! See Conditional formatting in Help (formula option) or give more details
on what do you want to do!

Default if statement format cell

You must use conditional formatting on the "OTHER" cell, with a formula
which refers to your original cell.
