Default Conditional formatting specific phrase

Is it possible to format only cells that specifically read $0.00? Every time
I try all the blank cells and cells reading 0 also change.

You could try something like

=AND(A1=0,A1<"",LEFT(CELL("format",A1),1)="C")

however it's not very reliable
