Default Increase with condition

Want to increase Interest rate of 10% by 1% every year till it reaches 15%
and therafter it remains constant over a period of 10 years

=IF(A1+0.01*B1<=0.15,A1+0.01*B1,0.15)

where A1 contains the original Interest rate of 10%
B1 contains the actual number of years
