2 additional questions:
1) I need to know list of countries that have minimum values in a row
eg. for 5/18/2006 - minimum is 2.507 and the country is France,
belgium
2) A list of countries that refernce France value, so the answer should
be Belgium for 5/18/2006 and none for 4/24/2006
