Default SumIf Help

I am looking to use the and command along with SumIf command to check
the conditions of two columns. If the two columns are true sum up the
columns that are true.

Example: SumIf(And(C7:C400="",G7:G4001 then sum D7:D400)

Can someone help with the correct formula!

Thanks
