Default How to format 39.5 to 39.5%

I have a spreadsheet that has a number of cells with number - i need to
format them as % but if you go to the format cell option then the numbers are
multipled by 100 before changing to %. I need the numbers to stay the same
value.

e.g.

39.5 = 39.5% not 3950%.

How do a format these cells without going into each one and add the %.
