Trying to use the AND function in an array but the response is always FALSE.

Looking for responses between yesterday and 21 days ago.
Equation: AND($E40:$E50<TODAY(),$E40:$E50TODAY()-21)

I am selecting a range of cells F40:F50 before entering in the above
equation but each value is "FALSE"

08/03/2006 - should be TRUE
12/03/2006 - should be TRUE
22/03/2006 - should be TRUE
22/03/2006 - should be TRUE
