Default Using Dates in Count functions

I want to create a CountIf function using dates but it gives me "0s".... How
do I use dates in these situations. For example, COUNTIF(A1:A10<11/1/04....

=COUNTIF(A1:A10,"<"&DATE(2004,11,1))
