Default How to display zero values?

How to display zero values in spreadsheet? Currently I type '12.00' but
worksheet display '12'. I have checked Tools Options View tab,

but 'Zero values' check box was ALREADY CHECKED.

"Zero values" refers to a value of 0, not the number of decimal places.
Format your cell as a Number (Format/Cells/Number/Number) and enter 2 in
the number of decimal places box.
