Default Dynamically OCntrolling Rows


I was wondering if there was a way to insert and delete rows, based on
the contents of a cell at the beginning of a worksheet? For example if
the cell contains the number 60 then there should be 60 rows added, and
if the number is changed to 90 then there should be 30 more rows added,
or if it is 30 then 30 rows should be deleted.
