Default How to make Cells automatically become 'highlighted' when number .

I'd like to make specific Cells in a spreadsheet become automatically
'highlighted' when the specific number in that cell goes below a
pre-determined figure ie when the nubmer goes from 100 to 63 which is below
the pre-determined '75' the cell would become yellow or red.
