Conditional formatting is unavaiable in worksheet, what can I do?

I am working in a worksheet someone else careated and I am trying to put
conditional formatting into some cells to make it easier to update, but the
"conditional formatting" option is greyed out. I don't understand how to
correct this. Please help.
