Default Conditional Format - Outline Border

Please, help me.
Using a Conditional Formatting I need to show or not to show an Outline
border. The problem is that this border should be shown on merged cells. If I
set up an Outline border on these merged cells not the whole Outline border
is displaied but a part of it only.
Is there a way how to solve this issue?
Thanks for any advice.

If you first merge the cells and then click the (merged) cells and
enter the conditional format it should work.
