Default Wild Card and Dates

I am trying to count the number of hours and minutes of services by year. I
have tried to use a wild card function Sumif(b2:b4,"**/**/2002",e2:e4). It
keeps returning zero. Any suggestions would be helpful.


CODE DATE SERV CODE CLOSED HOURS MINS
1990-030 6/13/2003 33-7 N 1 15
1990-059 7/2/2004 32-1 N 1 15
1992-087 7/11/2002 32-9 N 1 15
