I would like to limit input options in one column depending on the entry in

Try this:

Select B1

DataValidation
Allow: Custom
Formula: =OR(B1=REPT(A1,1),B1=REPT(A1,2),B1=REPT(A1,3),B1=R EPT(A1,4))
