Default how to build a formula to match numbers in 2 columns with the equ.

I'm attempting to write formula to match 2 seperate columns. The first
column will only match 2 sets of like numbers. The 2nd column involves
matching a positive amount with a negative amount (where the amount was
credited back). I need to delete these rows of matching potive/negative
amounts.
