Default Modify Row & Cell based on Multiple Data

Hello.

I'm looking for a function for the Conditional Formatting that will do the
following:

When a date is past 14 days (not business days) the row turns red, and a
small graphic is placed in the cell $A1. So, $A1 would act as a "flag" and
if the item is older than 14 days, it will be more noticable.

What would that function be, and can you explain what it is it's asking for?
Like if you use an IF() statement, what the input values are? Thanks.
