Default How do I change data spacing in a column

I have 60 000 datapoints in a colum. And I would like to reduce that number
to 3000 by averaging every 20 points. I tried using the average formula but
no success.
Any suggestions?

One way:

B1: =AVERAGE(OFFSET($A$1,(ROW()-1)*20,0,20,1)

Copy down as far as required.
