Default Assign Date Formatting To Button

I doubt this is really "function" related, but I can't find another, more
relevant NG. I'm using XL2003 and I'd like to create a toolbar button that
applies a specific date format (m/d/yyyy) to cells. I'd like it to work just
like the pre-built "Currency Style" and "Percent Style" buttons - they're
incredibly handy.

The only thing is - I don't want to use a macro. I want this funcationality
available at all times, in multiple different workbooks (some of which exist
only temporarily).

Is this possible? TIA.
