Default Round up by 0.5 if =.25, down to integer if <.25

Hi there, what would be the formula to take above criteria and apply to numbers from 1-6, for results like this:

4.15 would be 4.0
4.35 would be 4.5
4.65 would be 4.5
4.75 would be 5.0

Another way to say it is rounding up or down to the nearest 0.5, with rounding threshold at 0.25.
