Does =LOOKUP(VALUE(LEFT($F17,1)),$J$6:$J$13,K$6:K$13) do what you need?

if Left($F17,1) is numeric then try:
=LOOKUP(--LEFT($F17,1),$J$6:$J$13,$K$6:$K$13)
