Default Validation Problems


I have a number of validation problem:

I need to validate a cell (A1) based on the figure of the cell (B1)
next to it, which this cell creates as a % of another cell (C1), this I
can do however I also need the option of 0 being acceptable.

for example.

if C1 is 100,000,000 then A1 can be 0.75% as the minimum value of B1
must be 750,000, however 0 also needs to be an option and this I cannot
do.

next:

if the same set up as above if set up and then I change C1 to
10,000,000 the the figure in B1 remains the same and no warning
appears, even though it now breaks the validation rules?

next:

is there a way to reset the sheet so it deletes all the user entered
data, (only certain cell are unlocked)
