Default How can I allow an outline to be collapsed on a protected sheet?

I am using outlines on a worksheet to separate substeps from major test
catagories, but I need to protect the sheet because it has formulas... Once
I protect the sheet then I can longer expand/collapse the outline. Any
tips/tricks would be greatly appreciated. I am using Excel 2003.
