Default count number of dates in range

try this in Sheet2

=SUMPRODUCT(--(Sheet1!B2:B9=DATE(2010,2,1)),--(Sheet1!B2:B9<=DATE(2010,3,1)),--(Sheet1!A2:A9="Fred"))

Adjust the range to suit yours
