Default How do I make cells not move in a worksheet

I want to lock or protect a range of cells from moving in a worksheet.
The cells need to be open for editing from other users but they should
not be able to insert columns, rows etc inbetween these range of
cells. How can i do that? Is there a macro somebody has already
developed that i can use? I am just starting to learn how to use
macros.
