There is an EXCEL 2007 F1 Help Key topic called:-

Enable keyboard layouts for different languages

The above may help.

I think that what you want is possible but you need to be more specific
about your requirement.

I'm pretty sure that this operation will change your keyboard layout for
all programs, not just Excel.
