If A2 is the old price and B2 is new price, the percentage change is:

=B2/A2 - 1

formatted as Percentage. That can also be written:

=(B2-A2)/A2

PS: The phrase "price hike" usually means "price increase". But in all of
your examples, the new price is less than the old price, a "price
reduction". Are the columns mislabeled?
