Default toolbar keeps coming back

There is a toolbar that I do not want to see when I open up excel,
either a new workbook or a saved file. I can make it disappear
temporarily by going to View-Toolbars or Tools-Customize and
unchecking it but when I open up excel again it comes back. How can I
save this setting?

I figured it out. I needed to rename the DLL that the toolbar is
coming from.
