Default Pasting Data from One Workbook to Another

I have run into a problem copying the contents of a cell in one workbook to a
cell in another workbook.

On a few existing workbooks the paste does not happen. On others it works
fine.

If I go to Edit/Office Clipboard the copied data is there on the clipboard.
If I paste it from the clipboard it paste fine, but not from clicking
Control-V. The Edit/Paste pull down entry is dimmed. On the clipboard options
I have the "Collect Without showing Office Clipboard" checked.

On the Tools/Options/Edit pull-down I have the "Show Paste Options buttons"
checked.

I am running Excel 2003 and Windows XP.

Any help will be greatly appreciated.
