Default How the data may stay on top with scroll ?

So I want when i scroll my worksheet, the data that i am insert into the
first row, still be on the top of the worksheet.
I am sorry for my bad english and i hope yoy can understand what i`m trying
to describe.

Hi,
let's say you want at the top row 1 and 2, position in cell A3 and then go
to Freeze panels
