Default Formula

I have start date march 26, 2006 in cell k3 and D8:o8 the month from july to
june below I have a formula to issue 1 every four months (that is row 9)
march, july, nov ( as below) The total now by the times it get to june is 3.
I need a formula to calculate in row 10 to make the month after the start
date (in this case april only to equal to 1 it could also be less than 1.
That Month alone cant be more than 1. Any suggestion?

Start date: March 26/2006 (cell k3)

D8:08 - Month starting July ending june.
D9:O9 -1 below march; 1 below july; 1 below november ( that is 3 per year
base on formula you help me with- using the start month march) this
calculation is done across cell D10:O10

if the following year they still have the three and they get another 1 in
March it would make 4. I need a formula that will automatically put the end
of march in D10:O10 to 1.
