=SUM(IF($A$1:$A$100=DATE(2009,3,1),$C$1:$C$100+$E$ 1:$E$100))
Please note that this is an array formula. Within the cell in edit mode (F2) paste this formula and press Ctrl+Shift+Enter to apply this formula.
