Default data alteration

how do I stop excel from altering inputted data?

eg "03/2009" is reformatted to 01/03/2009, or Mar-09, seemingly at random

I've tried right click format call then selecting general, but it
constantly reverts back to a "date" display.

Can I turn off this "autocorrect" alltogether somewhere?

Unfortunately, no.

What you can do is preformat the cell as TEXT or precede the entry with an
apostrophe, like this: '03/2009. The apostrophe will not be displayed in the
cell.
