Default Protect Sheet but allow pictures

Can I protect a worksheet but allow the users to insert pictures?

Default Protect Sheet but allow pictures

Hi,

Choose Tools, Protection, Protect Sheet, and check Edit objects. Then if
the user wants to insert a picture they must use the Insert, Object command.

Default Protect Sheet but allow pictures

That didn't seem to work. When I inserted the object it appeared as on icon,
not the picture itself. I couldn't find any editing options to change it
from the icon to the picture.

I was using the first tab in which case you create the picture and it shows
up.
