Default Is there a way to retain a formula while performing cut/paste?

Is there a way to retain a formula in column (3) (Proj. No. under
'Comparison') below while performing cut/paste?

If so, what would the formula be to place an asterisk on each side of the
data if it is not equal to the data in column (1) ?
