Default CONCATENATE not producing any results

It sounds like the cell is pre-formatted as Text. Change the format to
General, then re-enter your formula (without the apostrophe at the
beginning).

A shorter way to set up the formula is:

=D10 & D11

the formulas and have tested out anything that I think could be affecting it

Are there certain types of cell contents that cannot be used with this
function or is there something that I am missing perhaps?
