I WANT TO SORT NUMBERS, ODD FROM EVEN, AND THE MOST PREFERRED IN A GROUP OF
23 NUMBER. HELP?

Please turn off your caps lock before typing.

If you have some integer numbers in column A you can determine whether
they are even or odd by entering this formula in a new column:

=MOD(A1,2)

A result of 0 means even; 1 means odd. Sort on this new column.

Not sure what you mean by "most preferred in a group of 23"? Can you
explain this a bit?
