How can I consider the value of a cell as a row's or column's reference of
the other cell?

Some thoughts to keep the ball rolling <g ..

Perhaps INDIRECT is what you're after ?

Suppose you have in B3: Tough

If you put in say, E3: =INDIRECT("B3")
E3 will return the contents in B3, i.e.: Tough
