Default Best in Excel?

I'm looking to create a series of "and then" statements where your answer to
question 1, for example, will reveal options in question 2 based on your
answer.

A simple example:
1. What state do you live in? (Drop down list of the states)
2. Which parish/county/region do you live in? (If they choose Michigan, a
list of Michgian's counties would appear).
3. Which city/town/village do you live in? (the cities withing that county
would then appear in a drop down menu)?

Is Excel the best place to build this? And what would help me get started?
