So long as you use the decimal separator, Excel can convert your input to the
decimal equivalent.

If you have the Analysis ToolPak installed, you could use the DOLLARDE
function. e.g.

=DOLLARDE(A1,60).

If you do not have the ATP installed, then

=INT(A1)+MOD(A1,1)/0.6
