Try one of these.

All versions of Excel:

=SUMPRODUCT(--(A1:A10="A"),--(B1:B10="B"))

Excel 2007 only:

=COUNTIFS(A1:A10,"A",B1:B10,"B")

Sorry .. but what are the two dashes in front of the bracket? I have 2003
