Default Copying worksheet to another workbook

In Excel 2000 with opening both workbooks I can only get one workbook or
"new" in the dropdown box. Is there some tool option that I need to change?

Default Copying worksheet to another workbook

You need to open both workbooks within the same session of Excel.

Such as, open one of the files, then from within that window of Excel, open
the other workbook.

Excel can't see workbooks that are in a different session.
