Default Locking a worksheet, but allowing user to add rows in a table

I have been bustin my butt to find out how to allow a user to add rows (only)
to a table on a locked worksheet. Can anyone help me out?

Tools - Protection - Protect Sheet and check Insert Rows.

Default Locking a worksheet, but allowing user to add rows in a table

I have tried that... It doesn't expand the table. BTW I am using 2007
version if that makes a difference.
